Community Development Block Grant (CDBG) Program
The CDBG program is administered by the Planning Department in direct coordination with the Riverside County Economic Development Agency (EDA). This program is funded by the U.S. Department of Housing and Urban Development (HUD). Our annual CDBG funds vary in amount from year to year and are used for capital improvement projects within the City's "CDBG/Low-Mod" planning area, and for public services via our local non-profit 501(C)(3) public service organizations. These organizations may apply each year for CDBG funding typically around the end of August. CDBG allocations are then reviewed and approved by the City Council in October of each program year. In order to qualify, CDBG funded projects must satisfy one of three national program objectives as required by HUD. These three areas are as follows:
- Provide a benefit to low and moderate income persons;
- Prevent or eliminate slums and blight; or
- Meet other urgent community development needs due to natural disasters or other emergencies.

Notice of Funding Availability
The County of Riverside Economic Development Agency (EDA) has initiated the 2026-2027 CDBG application cycle (for the program year starting July 1, 2026) and issued a Notice of Funding Availability. Hard-copy paper applications for CDBG funds must be submitted to the City for the 2026-2027 fiscal year.
The City will review and evaluate each application for eligibility and other factors, then present to the City Council its recommendation for final approval considerations on December 10, 2025, or as soon thereafter.
Notice of Funding Availability 2026-2027 Urban County Community Development Block Grant Program
The City requires two (2) hard-copy, paper applications (1 signed original and 1 copy) and one electronic copy submitted by email for the 2026-2027 cycle. Applicants are required to submit their applications, with all attachments, no later than 5:00 pm on Monday, November 17, 2025.
