Starting January 1, 2026, the 2025 California Building Codes will officially take effect. Any applications submitted after December 17, 2025, will be processed after January 1, 2026. These applications must comply with the 2025 Building Code Cycle requirements.

In observance of the holidays, City Hall and all Building and Safety Department services will be closed from December 24, 2025, through January 1, 2026.
The Building and Safety Department of the City of Wildomar plays a key role in ensuring the safe and legal construction, alteration, and occupancy of buildings within the community. The primary purpose of the Building and Safety Department is to protect public health, safety, and welfare by regulating construction practices and ensuring that all structures meet minimum safety standards. This is achieved through the services that the Building and Safety Department provides, some of which are:
Plan Review:
Review of building plans for residential, commercial, and industrial projects.
Ensure designs comply with local, state, and federal building codes (e.g., California Building Code).
Checks for structural integrity, fire safety, accessibility, energy efficiency, and proper use of materials.
Permitting:
Issue construction permits for projects that meet code requirements.
Permits include building, electrical, plumbing, mechanical, and associated permits.
Inspections:
Conducts on-site inspections at various stages of construction (foundation, framing, electrical, final, etc.).
Ensure work is completed in accordance with approved plans and code requirements.
Verify corrections of any code violations or unsafe conditions.
Code Compliance Investigations:
Investigate complaints and enforce building code violations.
Work with property owners to bring existing buildings into compliance.
Public Safety and Hazard Mitigation:
Ensures structures are safe to occupy and resistant to hazards like earthquakes, floods, and fires.
Collaborates with emergency services and planning departments when needed.
Customer Assistance and Education:
Provide guidance to homeowners, contractors, architects, and developers on building codes and permit processes.
Offers online resources, pre-submittal meetings, and informational workshops.
New Permit Submittals
Please email the Building Permit Team your Applications. You can reach them also by calling 951-677-7751, No applications are accepted at the building department counter, only electronic submittals.
Note:
The City of Wildomar provides all applicants with a 12-month timeline for an application for plan review or permit. This includes an initial 180 days, plus two 90-day extensions, as outlined in the California Building Code.
Because this extended review period is already built in, no further extensions are granted beyond the 12-month period. If a permit cannot be issued within that time frame, the application will expire.
Request an Inspection
To schedule an inspection via email a completed inspection request form must be filled out Inspection Request Form (PDF) and emailed to the Building Inspection Team, Or:

- When leaving a voicemail, please include the following information:
- Permit Number
- Project address
- Requested Inspection Type
- Onsite contact name and phone number
- Special instructions related to this inspection
Note:
- Inspections are scheduled Monday -Thursday (no Friday Inspections available).
- AM/PM requests are not guaranteed. Inspection times quoted may be delayed due to prolonged inspections or moved up due to cancellations.
- All building inspection requests received by 4 pm will be scheduled for the following business day. Inspection requests made after 4 pm on Thursday will be scheduled for the following Tuesday.
Construction Hours
Monday through Saturday
6:30 am to 7:00 pm.

The Building and Safety Department counter is staffed five days a week (7:30 a.m. - 6:00 p.m.) to assist with permit processing, inquiries, and other customer service needs. Staff availability is as follows:
